Cervical incompetence may be treatable with an operation called cerclage-a stitch is placed in the cervix to hold it tightly closed. It is usually done after the 12th week of pregnancy(you are less likely to miscarry for other reasons after this)-but not done if there's rupture of the membranes or infection.
